I'm a terrible decision maker... Also, would anyone happen to know where the VIN is located on the frame of an early '90s GM B-body?

Ah. I associated it with E-spec cars so I assumed you had bought a previous generation Caprice.
The internets tell me B-body frames do not have full VINs, just derivatives. I've never wrenched on a Caprice so I personally wouldn't know.

Yeah I've read that too, but I haven't been able to find out where it it's located. It's kinda semi-important, as we need to be able to prove to a DMV agent that the frame is authentic, in order to make it "legal" after the body swap.

Good call on keeping the S12, the Caprice is a joke here in the States.

I honestly don't see why. Seems like a solid car too me. A good allround sedan, that's rwd and comes with a v8. And you also know it's gonna be reliable since GM has basically used the exact same setup for the last 20 years on their cars which oughta prove something.

All that outdated platform proved was that GM really didn't give a shit about cars. My mother worked at GM in the mid-late eighties and hasn't bought GM since she lost the discount.
Point: simply working at the brand drove my family away because they saw how much GM cars sucked at the time. Now, I think GM puts out a decent product.
